The Haryana Shops and Commercial Establishments Amendment Act, 2025 (Haryana Act No. 13 of 2026), published on February 5, 2026, updates the 1958 Act effective from November 12, 2025. It aims to ease business operations through digital compliance while enhancing worker protections, particularly for establishments in Haryana.​

Applicability Threshold

Provisions now apply only to shops and establishments with 20 or more workers; smaller ones need just online intimation within one month of starting business.​​

Extended Working Hours

Daily work hours rise from 9 to 10 (Section 7(1)), and weekly overtime cap shifts from 50 to 156 hours annually. Interval for rest increases from 5 to 6 hours (Section 8).​​

Registration and Compliance

Employers of 20+ workers must register online within one month, including GPS details; changes reported within 7 days, with perpetual validity until closure or revocation. New mandates include appointment letters with photos and identity cards for all workers (Sections 20A, 20B).​​

Penalties and Enforcement

First violations attract ₹3,000–₹10,000 fines, escalating to ₹5,000–₹25,000 for repeats, plus ₹500/day for ongoing issues; updated to reference Bharatiya Nyaya Sanhita.​​
