{"id":3541,"date":"2026-09-08T12:47:03","date_gmt":"2026-09-08T07:17:03","guid":{"rendered":"https:\/\/www.sgcms.com\/regulatory-updates\/?p=3541"},"modified":"2026-09-08T12:47:03","modified_gmt":"2026-09-08T07:17:03","slug":"esic-moves-revenue-recovery-to-the-district-level","status":"publish","type":"post","link":"https:\/\/www.sgcms.com\/regulatory-updates\/esic-moves-revenue-recovery-to-the-district-level\/","title":{"rendered":"ESIC moves revenue recovery to the district level"},"content":{"rendered":"<p dir=\"ltr\">The Director General, ESIC has approved shifting Revenue Recovery Offices from <strong>Regional \/ Sub-Regional Offices (RO\/SRO) to Branch Offices<\/strong>, so that recovery certificates issued by Authorised Officers are executed and closed in a time-bound manner \u2014 while the <strong>same Branch Offices<\/strong> are made accountable for faster decisions on Insured Persons&#8217; (IPs&#8217;) claims.<\/p>\n<h4 dir=\"ltr\">What the OM directs<\/h4>\n<ul dir=\"ltr\">\n<li><strong>One recovery hub per district.<\/strong> Regional Directors and SRO in-charges are to identify the Branch Offices carrying the highest recovery dues and pending certificates \u2014 preferably one per district \u2014 and post a Recovery Officer there.<\/li>\n<li><strong>Phased rollout with a throughput target.<\/strong> Implementation is to be phased for a smooth transition, with each Recovery Officer expected to execute 2,000\u20133,000 certificates a year.<\/li>\n<li><strong>SRO jurisdictions.<\/strong> Regional Directors will consult the SRO in-charge before posting Assistant Directors as Recovery Officers, at locations decided by the SRO in-charge.<\/li>\n<\/ul>\n<h4 dir=\"ltr\">Who does what now<\/h4>\n<div dir=\"ltr\">\n<table>\n<thead>\n<tr>\n<th scope=\"col\">Role<\/th>\n<th scope=\"col\">Change under the OM<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>Recovery Officer at the district Branch Office<\/td>\n<td>Re-designated <strong>Recovery Officer-cum-Branch Manager<\/strong>: runs recovery and manages the Branch Office, with a specific mandate to speed up decisions on IP claims<\/td>\n<\/tr>\n<tr>\n<td>Social Security Officer (Inspector-cum-Facilitator)<\/td>\n<td>Also acts as <strong>Recovery Inspector<\/strong> and\/or <strong>Deputy Manager<\/strong> of the Branch Office<\/td>\n<\/tr>\n<tr>\n<td>Branch Office staff<\/td>\n<td>Also work for the Revenue Recovery Office; additional staff to be posted where required<\/td>\n<\/tr>\n<tr>\n<td>Recovery Officer at RO\/SRO<\/td>\n<td>Becomes <strong>Coordinating Officer<\/strong> for the district Recovery Officers, supporting the Regional Director \/ Joint Director in-charge on implementation, monitoring and reporting to Headquarters<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<h4 dir=\"ltr\">Why it matters for employers<\/h4>\n<ul dir=\"ltr\">\n<li><strong>Recovery comes closer to home.<\/strong> Dues that have reached the certificate stage under Section 45C of the ESI Act, 1948 will be pursued from the district Branch Office \u2014 the office employers already deal with for routine matters \u2014 rather than from the RO\/SRO.<\/li>\n<li><strong>Expect faster follow-up.<\/strong> Time-bound closure of certificates is the stated objective, backed by a per-officer throughput benchmark. Older demands that have sat at the RO\/SRO are likely to be revived.<\/li>\n<li><strong>Inspection and recovery converge.<\/strong> With SSOs doubling as Recovery Inspectors, the officer inspecting your records may also be the one pursuing arrears.<\/li>\n<li><strong>Action point:<\/strong> Review all outstanding ESIC demand notices, Section 45A assessment orders and recovery certificates now.
