Stakeholders had been raising concerns about the mandatory submission of\u00a0<strong>Form 15 CB<\/strong>\u00a0(Tax Determination Certificate) and filing of\u00a0<strong>Form 15 CA<\/strong>\u00a0by employers, which created income tax and auditing complications. This new circular aims to eliminate those hardships while aligning with current legislation.<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<h4 id=\"who-is-eligible\" class=\"font-editorial font-bold mb-2 mt-4 [.has-inline-images_&amp;]:clear-end text-lg first:mt-0 md:text-lg [hr+&amp;]:mt-4\" style=\"text-align: justify;\">Who Is Eligible?<\/h4>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify;\">This facility is exclusively available for International Workers belonging to countries with which India has a signed\u00a0<strong>Social Security Agreement (SSA)<\/strong>. Workers may choose to receive their benefits in India, their home country, or even a third country, as permitted under the relevant bilateral SSA.<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<h4 id=\"the-new-simplified-process\" class=\"font-editorial font-bold mb-2 mt-4 [.has-inline-images_&amp;]:clear-end text-lg first:mt-0 md:text-lg [hr+&amp;]:mt-4\" style=\"text-align: justify;\">The New Simplified Process<\/h4>\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\" style=\"text-align: justify;\">The revised procedure introduces several key changes:<\/p>\n<ul class=\"marker:text-quiet list-disc\" style=\"text-align: justify;\">\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><strong>Claim settlement<\/strong>\u00a0continues at the concerned Regional Office, but overseas bank account details are now entered directly into the claim settlement software for seamless fund transfer<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><strong>Bank account verification<\/strong>\u00a0can be done via a copy of the passbook or bank statement attested by the employer or the Competent Institution under the bilateral SSA \u2014 no notarization burden<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><strong>Regional Office, Delhi (North)<\/strong>\u00a0will now act as the\u00a0<strong>Nodal Office<\/strong>\u00a0for filing Form 15 CA and Form 15 CB, relieving individual employers of this statutory responsibility<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\">A\u00a0<strong>dedicated Chartered Accountant<\/strong>\u00a0will be engaged by RO Delhi (North) under GFR provisions to handle tax-related filings<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<\/li>\n<li class=\"py-0 my-0 prose-p:pt-0 prose-p:mb-2 prose-p:my-0 [&amp;&gt;p]:pt-0 [&amp;&gt;p]:mb-2 [&amp;&gt;p]:my-0\">\n<p class=\"my-2 [&amp;+p]:mt-4 [&amp;_strong:has(+br)]:inline-block [&amp;_strong:has(+br)]:pb-2\"><strong>Separate control registers<\/strong>\u00a0will be maintained at each concerned RO and reconciled monthly with RO Delhi (North) for accountability<span class=\"inline-flex\" aria-label=\"Payment-to-overseas-bank-account-of-International-Workers.pdf\" data-state=\"closed\">\u200b<\/span><\/p>\n<\/li>\n<\/ul>\n<h4 id=\"designated-bank-accounts\"
